The Empty Sanctum is a fortress inside the Black Riage.

One of the three main citadels of the Convergence, the Empty Sanctum isn't empty at all, despite its name. It's located in the foothills at the edge of the mountains, and the local people - who are few - stay away, considering the citadel to be a place of great evil.[1]
